End of the affair: Portugal’s far left dumps António Costa

Socialist Prime Minister António Costa’s six-year love-in with Portugal’s far left ended ugly Wednesday when the Communist Party and Left Bloc ganged up with the right to vote down his minority government’s budget and plunge the country into political crisis.

Without a working majority, Costa is expected to limp on as head of a caretaker government after parliament is formally dissolved next week, then lead his Socialist Party (PS) into an early election likely to be held in January. 

But the political strategy of reaching out to the hard left, which kept him in power since 2015 and was touted as a model for the European left, is in tatters.

“The geringonça is dead, I hope it rests in peace,” quipped João Cotrim de Figueiredo, leader of the center-right Liberal Initiative party, using the word meaning “rickety contraption” that has long stuck to Costa’s cohabitation with the radical left.

After this week’s feuding, it’s hard to see how Costa could patch up his ménage à trois with Communist leader Jerónimo de Sousa and the Left Bloc’s Catarina Martins. 

Preceding their parliamentary divorce, the former allies spent days exchanging accusations of blackmail, dishonesty, intransigence and abandoning Portugal’s poor and vulnerable. 

“Why does the government insist on leaving more than two million workers stripped of their rights, at the mercy of big capital?” de Sousa asked Costa in parliament Tuesday. 

“The government replaced negotiation with an ultimatum,” charged Martins. “It tried political blackmail to force the left to abandon its program.”

Costa retorted that his former allies were irresponsibly vetoing a budget, which analysts have described as the most left-wing in years, at a time when the country needs a stable government to pull out of the pandemic and make full use of a planned €16.6 billion in European Union recovery funds. 

“Nobody out there in the country will understand how you could block a budget that brings free crèches, fiscal progress and stronger public services,” Costa told de Sousa.

As Portugal now shifts into pre-election mode, Costa is hoping voters will punish the hard-left parties for triggering the crisis and give the Socialists the absolute majority they missed by eight seats in 2019. 

With the left at daggers drawn and a divided center right languishing in the polls, there are few other options to resolve Portugal’s political imbroglio. 

No single party has won a parliamentary majority since 2005. Securing an outright victory is made harder by a recent fracturing of politics that saw 10 parties win seats in the 2019 election.

“We’re heading for a very confused political situation … with all these new parties, we’re entering uncharted territory,” said Francisco Pereira Coutinho, a professor and constitutional expert at Lisbon’s NOVA university. “The Bloc and the Communists are already so low in the polls; I don’t see where the Socialists can find more votes on the left to make a majority.”

Latest polls show the PS well in front on 39 percent, three points up on its 2019 score. The main center-right opposition Social Democratic Party (PSD) has seen support stagnate under leader Rui Rio and polls at around 27 percent. 

The PSD made surprise gains in local elections last month, netting several cities, including the capital Lisbon where former European Commissioner Carlos Moedas is the new mayor. 

However, the election comes at a bad time for Rio, who is facing his third leadership challenge in four years. Paulo Rangel, a member of the European Parliament, aims to unseat him in a party vote on December 4.

Underscoring his shaky grip on the party, Rio had to head off rumors of a possible revolt by its lawmakers from Madeira island, after the PSD head of the regional government hinted he was open to a last-minute deal that could save Costa.  

“You’re really the last person I’d expect to come here talking about political stability,” Costa tossed at Rio in the parliamentary debate.

Both far-left parties hope their hard line on the budget will stem a hemorrhage of electoral support since they allied with the Socialists. 

The combined score of their candidates in January’s presidential election was just 8.3 percent, way down from the 18.5 percent they totaled in the 2015 parliamentary vote that first brought Costa to power.

Far-right to gain?

Standing to gain most from an early election is the far-right Chega party, which didn’t exist in 2015 and won just 1.3 percent in 2019. Its leader André Ventura scored 11.9 percent in this year’s presidential election. 

Ventura’s “delight” at the left’s disarray “shows why it would be such an enormous error to block this budget,” Costa said Tuesday. 

Costa broke the mold of Portuguese politics in 2015 when he negotiated the unprecedented agreement to govern with support from the far left, a first since the country returned to democracy in the mid-1970s. 

The leftists set aside their more radical goals such as widespread nationalization, quitting NATO or ditching the euro, but won concessions on social and economic policy, even if Costa insisted on sticking to EU spending limits.

Although their formal pact ended after Costa was re-elected with a stronger mandate in 2019, the Socialists continued to rely on far-left support, notably in passing budget bills. 

The resilience of the “contraption” coalition and Costa’s sustained poll popularity was viewed with envy by embattled center-left parties elsewhere in Europe.

“What’s happening in Portugal inspires me so much,” Benoît Hamon, then-leader of France’s Socialists said in 2017, as he joined a line of European center-left leaders flocking to Lisbon to discover the secret of Costa’s success. 

Since then, Spain’s Socialist Prime Minister Pedro Sánchez has gone a step further, inviting the radical Unidas Podemos into a sometimes-stormy government coalition. Radical-left parties also sit in governments led by the center left in Finland and Denmark, although such alliances are more common there.

In France, two-thirds of left-wing voters want their parties to unite behind a single candidate in next year’s presidential election. But few believe squabbling Socialist, far-left and Green contenders can unite in a bid to halt the left’s long electoral decline.

Despite the messy breakup, Costa shows no regrets about his affair with the far left.

“I’m proud of what we’ve done … and I’m frustrated that we couldn’t do more,” he told parliament Wednesday. “The left has so much potential to take our country forward. A left that is balanced and responsible has the power to change our country.”

Iran set to return to nuclear talks in November

VIENNA — Iran is ready to return to nuclear talks in Vienna before the end of November, Ali Bagheri Kani, the country’s deputy foreign minister, said on Wednesday after meeting with EU officials in Brussels.

“Had a very serious & constructive dialogue with @enriquemora_ on the essential elements for successful negotiations,” he wrote on Twitter, referring to Enrique Mora, the chief EU coordinator for the talks. “We agree to start negotiations before the end of November. Exact date would be announced in the course of the next week,” he added. 

Mora did not immediately confirm the statement but two Western diplomatic officials said Bagheri Kani’s announcement was correct.

The development paves the way for a resumption of talks between Iran and six world powers aimed at reviving the 2015 Joint Comprehensive Plan of Action (JCPOA), as the Iran nuclear deal is officially called. Negotiations have been stalled since June, when Iran elected hardline cleric Ebrahim Raisi to the presidency.

Iran had repeatedly stressed that it was ready to resume talks “soon” but refused to provide a clear date, leaving U.S. and European officials increasingly impatient and irritated.

“We could understand some hiatus to their transition … but at this point, it’s hard to find an explanation, an innocent explanation, for why they are taking so long,” U.S. Special Envoy for Iran Robert Malley told reporters in a press call earlier this week. He added that efforts to revive the accord were in a “critical phase.”

The uncertainty led to talk about a “Plan B” — what to do in case Iran does not come back to the table, given the fast acceleration of Tehran’s nuclear program and its acquisition of scientific knowledge about uranium enrichment that experts believe is irreversible.

In a research note on Wednesday, political risk consultancy Eurasia Group said that despite Iran’s readiness to resume talks in November, “a revival of the Iran nuclear agreement is unlikely next year, as Iran’s rapid nuclear buildup and maximalist demands will probably render irrelevant the 2015 agreement.”

It added that “the chances of reaching a compromise are very limited given the Iranian government’s hardline stances and internal divisions, as well as greater demands from the West for new restrictions in response to Iran’s nuclear progress.”

On this point, Malley said that all of the interlocutors he had met in recent weeks, “shared deep and growing concern about the pace and direction of Iran’s nuclear progress, particularly at a time when the U.S. has made clear that it is prepared to come back into compliance with the JCPOA.”

Iran, for its part, continues to insist that its nuclear program is peaceful and that it has no intention of building an atomic weapon.

Comments by Iran’s Foreign Minister Hossein Amirabdollahian on Wednesday further dampened expectations of an easy return to the nuclear agreement. He indicated that Tehran may not be prepared to pick up the talks from where they left off in June and repeated an Iranian demand for the release of its frozen assets in foreign banks worth billions of dollars.

The pessimism is a change in tone from earlier this year, when European powers, Russia, China and the EU all mediated indirect talks between Iran and the U.S. during six rounds of discussions in Vienna. Both sides made progress on a step-by-step plan that envisaged Iran reducing its nuclear program in return for U.S. sanctions relief.

A resumption of talks in November could coincide with a planned meeting of the Board of Governors of the International Atomic Energy Agency (IAEA), the U.N. nuclear watchdog in charge of monitoring Iran’s nuclear sites. The 35-member board has to decide whether to censure Tehran over its continued refusal to allow IAEA inspectors into certain nuclear sites in Iran. Iran may calculate that a return to talks in Vienna could forestall such a resolution.

Most recently, Iran turned away inspectors at the end of September despite an agreement between Tehran and IAEA Director-General Raphael Grossi over accessing its sites. The inspectors were trying to replace surveillance equipment at the Karaj centrifuge assembly facility that was the target of an alleged sabotage incident in June.

To date, it is still unclear whether IAEA inspectors have managed to access the Karaj site.
