Load-shedding: City of Joburg threatens legal action against Eskom

City of Joburg Mayor Mpho Moerane has slammed Eskom’s sudden decision to implement stage two load-shedding, which he described as “an unwarranted decision that cannot be left unchallenged.” Moerane is now threatening to take legal action against the utility over the new round of power cuts.

Eskom announced its latest bout of load-shedding on Saturday evening, 23 October 2021, attributing the decision to breakdowns, numerous trips at various power stations, as well as delays in returning units to service. The utility says this prompted it to rely heavily on emergency generation reserves, which are now at very low levels.

The load-shedding started at 21:00 and will continue until Monday morning at 05:00. For now, there is no word on whether it might continue with the power cuts beyond that period.

Mpho Moerane guns for Eskom over load-shedding

Well, Mpho Moerane is not taking the matter lying down, particularly after the City of Joburg signed a milestone power purchase agreement with the privately-owned Kelvin Power Station, in a bid to avert load-shedding. The two-year deal means an additional 100MW (megawatts) from 80MW to households and businesses, bringing the total to 180MW.

“When the City first reached out to Eskom to indicate our additional supply capacity, we were asked for proof in this regard, which we accordingly presented. However, the City never heard from Eskom thereafter until the announcement of the latest scheduled load shedding from this evening to Monday morning,” Moerane said.

“If how Eskom treats the City is anything to go by, then it is understandable why Johannesburg residents have so many complaints about the national utility’s customer service. Therefore, the City is now prepared to go the legal route to halt Eskom’s blanket heavy-handedness against the people of Johannesburg, especially those whose Eskom accounts are up to date.”
